What is MBE?

Minority Business Enterprise (MBE) is the umbrella certification for businesses owned by ethnically or racially minoritized individuals. Unlike 8(a) and HUBZone, MBE is not a single federal program: it is a recognition standard that NMSDC (National Minority Supplier Development Council) issues and that state governments, Fortune 500 corporations, and municipal procurement programs recognize. MBE certification opens doors to corporate supplier-diversity programs (Walmart, Microsoft, Google, JPMorgan, every major Fortune 100) and state-level MBE set-asides.

Who qualifies

  • At least 51% owned, operated, and controlled by individuals from a minoritized ethnic or racial group (Asian American, Black, Hispanic, Native American, or other recognized group per NMSDC)
  • For-profit business operating in the United States
  • Owners must be United States citizens or lawful permanent residents
  • Certification through NMSDC, a state agency, or an industry-specific MBE certifier

Is MBE certification federal or state?

Both. NMSDC issues the most widely recognized national MBE certification; many states also run their own MBE certifications. Federal contracting does not have a single MBE set-aside the way it does for 8(a) and HUBZone; MBE status is most valuable for state contracts and Fortune 500 supplier-diversity programs.
